## What it is
OpenTofu is an open-source infrastructure-as-code CLI tool for declaratively building, changing, and versioning cloud infrastructure, forked from Terraform in response to HashiCorp's BUSL license change. It is a drop-in Terraform replacement under Linux Foundation stewardship with a large provider and module ecosystem.

## Use cases
- provision cloud infrastructure as code
- migrate from Terraform to an open-source alternative
- plan and preview infrastructure changes before applying
- manage AWS, Cloudflare, and GitHub resources declaratively
- version and share infrastructure configurations in git
- automate complex multi-resource infrastructure changes

## When to choose
- you need a permissively licensed, community-driven Terraform replacement
- you want features Terraform lacks, like state encryption and provider mocking in tests
- you want to avoid BUSL licensing uncertainty for commercial use
- you rely on the existing Terraform provider and module ecosystem

## When to avoid
- you are locked into HashiCorp commercial support or HCP Terraform workflows
- you need tooling for Kubernetes manifests rather than cloud resource provisioning
- you prefer imperative configuration management tools like Ansible

## Facets
- artifact type: cli-tool
- maturity: stable
- function: infrastructure-as-code, cli, deployment, configuration-management
